Correct Service configuration management
Correct. Its purpose is exactly this: accurate and reliable information about the configuration of services, and about the CIs that support them, available when and where it is needed.

Why
Two phrases carry the meaning: 'when and where it is needed', which makes usefulness rather than completeness the standard, and 'the CIs that support them', which is why the relationships between components matter as much as the components.
