Why
journald writes to /var/log/journal when Storage=persistent is configured, or when Storage=auto — the default on most distributions — and the directory already exists, which is why creating it by hand is enough to turn persistence on. Otherwise the journal stays in /run/log/journal and is discarded at reboot. Inside the directory the files are grouped in a subdirectory named after the machine id from /etc/machine-id.
